Janet Goulding

Senior Assistant Deputy Minister, Housing, Infrastructure and Communities Canada

Janet Goulding assumed the role of Senior Assistant Deputy Minister (SADM) at Housing, Infrastructure and Communities Canada (HICC), leading the Community Policy and Programs Branch in 2022. This Branch is responsible for housing and homelessness policy and programming, working in close collaboration with the Canada Mortgage and Housing Corporation (CMHC). This includes key initiatives outlined in Solving the Housing Crisis: Canada’s Housing Plan launched in April 2024, as well as Reaching Home: Canada’s Homelessness Strategy and the Veterans Homelessness Program. This Branch also leads the policy work to support the leveraging of federal investments in public infrastructure to improve housing outcomes, including through the Canada Community-Building Fund, the Canada Public Transit Fund and the new Canada Housing Infrastructure Fund.

Prior to joining HICC, Janet was the Associate Assistant Deputy Minister in the Income Security and Social Development Branch at Employment and Social Development Canada (ESDC). In that role, she provided leadership on homelessness policy, volunteering, social innovation and social finance, community development, seniors issues and the Canada Pension Plan Disability program. Janet has also held executive positions within the Skills and Employment Branch of ESDC; the telecommunications sector at Industry, Science and Economic Development and FINTRAC.
