Arsema Berhane is a global citizen, born in Asmara, Eritrea, whose life’s work is rooted in people-centered, process-driven community development. Guided by love and integrity, she is deeply committed to advancing equity, expanding opportunities for marginalized populations, and fostering sustainable change at the intersection of identity, civic action, and economic development.
As Director of Programs and Partnerships at Toronto Community Housing, Arsema provides visionary leadership to a multidisciplinary team, driving initiatives that improve tenant outcomes, enhance service delivery, and build enduring collaborations. With over two decades of progressive leadership experience in the social service sector, she has championed systemic change at both grassroots and policy levels, always centering community voices and strengths.
