Chief Executive Officer, Fred Victor

Keith Hambly is the Chief Executive Officer of Fred Victor, one of Toronto’s largest multi-service organizations dedicated to ending homelessness and helping people rebuild their lives. Since stepping into the role in 2020 — after beginning his career at Fred Victor in 1995 — Keith has led the organization through a period of significant growth, innovation, and resilience.

With over 30 years of experience in the social service and non-profit housing sectors, he leads Fred Victor’s vision, mission, and strategic plan in partnership with the Board and leadership team. Under his direction, the organization’s 600+ staff deliver over 65 programs that serve more than 3,000 people every day.

Before returning to Fred Victor as CEO, Keith served for over a decade as Executive Director of Fife House, Toronto’s leading provider of supportive housing for people living with HIV/AIDS. During his tenure, he led a 40% expansion of Fife House’s housing portfolio and championed inclusive service models for people with HIV who are homeless, aging, or facing complex mental health and substance use challenges.

Keith is currently a member of the Downtown East Toronto Ontario Health Team Core Leadership Team and recently served as Chair. He has also served on various local, provincial, and national housing and HIV committees including being past President of the Ontario Non-Profit Housing Association.

A recognized leader in the field, Keith is a recipient of the Queen’s Diamond Jubilee medal awarded for his outstanding contributions within the non-profit housing sector.

Grounded by his early experience as a front-line housing worker at Fred Victor, Keith brings both empathy and expertise to his leadership. He continues to advocate for evidence-based, person-centered solutions that advance housing stability, health equity, and dignity for all.
