Sean Baird

President & CEO, Toronto Community Housing

As President and CEO of Toronto Community Housing (TCHC) – Canada’s largest social housing provider – Sean Baird leads the stewardship of 43,000 affordable homes for nearly 100,000 residents living across Toronto.

At a time when the city is facing an unprecedented housing crisis, Sean guides TCHC’s evolving role: preserving aging housing infrastructure, building new affordable communities, and working with non-profits and all levels of government to connect tenants to the support they need to succeed.

With decades of senior leadership experience in housing and human services, Sean is a strong voice for how public agencies can safeguard affordable housing while also building more inclusive, stable communities.

Before joining TCHC in April 2024, Sean served as Commissioner of Human Services at the Region of Peel where he led all social services functions for over 1.5 million residents across Mississauga, Brampton, and Caledon. His career also includes senior executive roles at the Workplace Safety and Insurance Board and consulting on strategy and organizational design for governments and First Nations across Canada.

Sean has served on the board of Peel Housing Corporation and the Institute of Citizen-Centred Service. He holds a Bachelor of Commerce and a Master of Science in Business Administration from the University of British Columbia.
